Special Local Regulations for Marine Events;
The Great Chesapeake Bay Swim Event, Chesapeake Bay, Maryland AGENCY: Coast Guard, DOT.

ACTION:  Notice of Implementation.

SUMMARY: This notice implements the special local regulations at 33 CFR 100.507 for the Great Chesapeake Bay Swim Event to be held on June 13, 1999. These special local regulations are needed to provide for the safety of participants and spectators on the navigable waters during this event. The effect will be to restrict general navigation in the regulated area for the safety of participants in the swim, and their attending personnel. 

EFFECTIVE DATE: 33 CFR 100.507 is effective from 7 a.m. EDT (Eastern Daylight Time) until 2 p.m. EDT, on June 13, 1999.

SUPPLEMENTARY INFORMATION: The March of Dimes will sponsor the Great Chesapeake Bay Swim Event on the waters of the Chesapeake Bay between and adjacent to the spans of the William P. Lane Jr. Memorial Bridge. Approximately 600 swimmers will start from Sandy Point State Park and swim between the spans of the William P. Lane Jr. Memorial Bridge to the Eastern Shore. A large fleet of support vessels will be accompanying the swimmers. Therefore, to ensure the safety of the participants and support vessels, 33 CFR 100.507 will be in effect for the duration of the event. Under provisions of 33 CFR 100.507, no vessels may enter the regulated area without permission of the Coast Guard patrol commander. Vessel traffic will be permitted to transit the regulated area as the swim progresses when the Patrol Commander determines it is safe to do so. As a result, maritime traffic should not be significantly disrupted.

Sec. 100.507 Chesapeake Bay Bridges Swim Races, Chesapeake Bay, Maryland.

(a) Definitions-- (1) Regulated Area: The waters of the Chesapeake Bay between and adjacent to the spans of the William P. Lane Jr. Memorial Bridge shore to shore 500 yards north of the north span of the bridge from the western shore at latitude 39 deg.00'36" North, longitude 76 deg.23'05"West and the eastern shore at latitude 38 deg.59'14"North, longitude 76 deg.20'00"West, and 500 yards sough of the south span of the bridge from the western shore at latitude 39 deg.00'16"North, longitude 76 deg.24'30"West and the eastern shore at latitude 38 deg.58'38.5"North, longitude 76 deg.20'06"West. (2) The Coast Guard Patrol Commander: The Coast Guard Patrol Commander is a commissioned, warrant, or petty officer who has been designated by the Commander, Group Baltimore. 

(b) Special Local Regulations. (1) Except for persons or vessels authorized by the Coast Guard Patrol Commander, no person or vessel may enter or remain in the regulated area. (2) The operator of any vessel in the immediate vicinity of this area shall: (i) Stop the operator's vessel immediately upon being directed to do so by any commissioned, warrant or petty officer on board a vessel displaying a Coast Guard ensign. (ii) Proceed as directed by any commissioned, warrant or petty officer. (c) Effective period. This section is effective during the Chesapeake Bay Bridges Swim, and for one hour before the event starts. 

The Commander, Fifth Coast Guard District publishes a notice in the Federal Register and the Fifth Coast Guard District Local Notice to Mariners that announces the time and dates that the section is in effect. [CGD 05-88-19, 53 FR 21997, June 13, 1988]
